2013 rules already from next year!

2013 rules already in 2011:
The restrictions on noise will be even stronger in the future. The 2013 rules will be more restrictive on noise than the 2011 rules. Normally nobody would start to fly under the 2013 rule before they have to. But the 2013 rules could be used to solve the problems for pilots with engines that will be strongly affected by the 2011 rules (6 mm muffler outlet). If engine manufactures or individual pilots can design silencers that can both solve the 6 mm back pressure problem and reduce the noise we could allowed them to use these 2013 silencers already from next year. The combat community would benefit from this early start of the 2013 rules in more ways. It would reduce the total noise load from combat more than what we would get if we just stay with the 2011 rules.   It will speed up the development of more effective silencers.   It could solve the problems with engines that do not run well with the 6 mm muffler.   It will make the introduction of "field verification" easier in 2013 if more pilots already have been using this procedure for a couple of years.		Remaining problems The 2011 rules can not be changed before 2013 due to the two year rule freeze. We will have to find a way to make it legal to use 2013 rules already from next year.
